I. Introduction/Background
This Program Monitoring Plan addresses the needs for monitoring and identifies the type and sources of information that USAID will use to track and report the results achieved under program activity #523-0021.04. This activity is part of the Mexico Country Plan (FY2004-2009) that was approved in August, 2003 as an official Annex to the Regional Strategy for Central America-Mexico (FY2003-2008) (CAM). As part of the Country Plan, the USAID/Mexico Environment Program builds on the Mission’s strengths in sustainable management and conservation of critical ecosystems and the reduction of carbon dioxide emissions and other pollutants. It focuses on conservation of critical natural resources and biodiversity through improved integrated management in a watershed context through improved community participation and the creation of linkages between conservation and economic opportunities. Clean production and renewable energy activities integrate with and support natural resource and watershed management (NRM) activities. An emphasis on watersheds helps create a common set of goals to combine and focus the Mission’s existing strengths in forest and conservation area management, fire suppression and prevention, capacity building, clean production and renewable energy. The USAID/Mexico Results Framework for the Environment Program is presented in Figure 1. USAID has made awards to a total of 10 major implementing partners to carry out the various elements of its cross-cutting program (see Table 2).
